When a casino owning dog named Charlie is murdered by his rival Carface, he finds himself in Heaven basically by default since all dogs go to heaven. However, since he wants to get back at his killer, he cons his way back to the living with the warning that doing that damns him to Hell. Once back, he teams with his old partner, Itchy to prep his retaliation. He also stumbles on to an orphan girl who can talk to the animals, thus allowing him to get the inside info on the races to ensure his wins。尼诺（韦斯利·斯奈普斯 Wesley Snipes 饰）刚开始只是一个混迹街头的小混混，之后和一群好兄弟们创立了帮派。他们的志向非常的宏大，那就是成为纽约最大的毒枭。尼诺的行事风格非常毒辣，任何想要挡在他前面，或是想要分一杯羹的人都只有死路一条。在杀掉了他的所有竞争对手之后，尼诺的梦想终于实现了。 尽管城里的警察们看到了尼诺都要绕道走，但初出茅庐的年轻刑警斯科特（艾斯提 Ice-T 饰）却偏偏不信这个邪。他派出了自己的线人潜入帮派做卧底，可狡猾的尼诺很快就拆穿了斯科特的把戏，更糟的是，就连斯科特自己也染上了毒瘾。。
